I also called for the development of an integrated youth strategy, which would identify ways to effectively promote their condition.
In fact, a young person can not be called upon to play his role and to fulfill his duty without having previously benefited from the necessary opportunities and qualifications.
To this young person, we must offer something concrete, particularly in terms of education, employment, health and many other areas. To this young person, we must give hope and confidence in his future.
In fact, socio-professional integration is not a privilege granted to young people. Because every citizen, whatever the environment from which they come, has the right to the same opportunities and the same chances of access to a quality education and a worthy job.
Indeed, it is inconceivable that one in four young people is unemployed despite the level of economic growth achieved globally by Morocco. And these figures are more dramatic in urban areas.
Despite the efforts made in terms of economic projects and social programs, the results achieved remain below the ambition that drives us in this area. Faced with this state of affairs, and in line with the orientations set out in the Speech from the Throne, we must, once again and urgently, draw attention to the issue of youth employment, particularly in relation to its articulation. to the Education and Training System.
Indeed, we must no longer accept that our educational system functions as a machine for making legions of unemployed people, especially in certain university programs whose graduates, as everyone knows, are struggling enormously to enter the labor market. This clear waste of youth potential and public resources hampers development dynamics and affects the living conditions of many Moroccans.
Paradoxically, at the same time, many investors and companies find it difficult to find, in certain professions and specialties, the skills and profiles they are looking for.
On the other hand, when a large number of young people, especially high-level science and technology graduates, think of emigrating, they are not motivated solely by the enticing incentives of living abroad. They envisage this possibility also because they lack in their own country a climate and favorable conditions for active life, professional promotion, innovation and scientific research.
It is usually the same reasons that discourage a certain number of Moroccan students from returning to work in the country, at the end of their training abroad.
Faced with this situation, we call for serious and responsible reflection on this issue, to create an attractive climate and ideal conditions that will encourage these skills to settle and work in Morocco.
Addressing this endemic problem requires a better match between training and employment and a reduction in unemployment. That is why We urge the government and stakeholders to take, as soon as possible, a series of measures aimed in particular at achieving the following objectives:
• First, undertake a comprehensive overhaul of public support mechanisms and programs for youth employment, to make them more effective and responsive to youth expectations. This redesign work needs to be done according to the model I advocated in the Speech from the Throne for social protection programs.
With this in mind, we have decided to hold a national meeting on employment and training before the end of the year. Its objectives will be to formulate practical resolutions and new solutions, to launch initiatives and to develop a rigorously defined roadmap for the promotion of employment.
• Second: give priority to specialties that make it possible to find a job and introduce an effective system of early guidance in the second or third year preceding the baccalaureate. Its role is to help students, according to their aptitudes and their inclinations, to make one or the other of two choices: to engage in a university course or a professional training.
At the same time, we call for the establishment of a Framework Convention between the government and the private sector, to give a strong impetus to the requalification operation for students leaving studies without a degree. They will thus be able to enjoy new opportunities to facilitate their socio-professional integration.
• Thirdly, to thoroughly review vocational training specialties to meet the needs of businesses and the public sector, and be in step with the changes in the industrial and professional sectors. Thus, the laureates will have a better chance of integrating professionally.
Therefore, more attention needs to be paid to vocational training at all levels. It is also important to set up a new generation of youth training and qualification centers, which will be able to meet the current requirements and take into account the specificities and needs of each region.
