The Moubadara Foundation linked by a partnership agreement with Maroc PME closely monitors the various projects of assistance and support to young entrepreneurs enrolled in the 2015-2020 roadmap of the National Agency for the Promotion of Small and Medium-sized Entreprise (Maroc PME) gives it a new positioning and a diversified and expanded offer of services to be even closer to SMEs and VSEs, in the wake of the Industrial Acceleration Plan (PAI). This sheet is divided into five programs targeting self-entrepreneurs, small businesses, SMEs, businesses in ecosystems and companies with high growth potential.

The State-Morocco SME 2015-2020 contractual framework aims in particular to:
-To strengthen the competitiveness of ecosystems and TMEs by leveraging the following levers: operational performance, investment, creativity and co-development and market access.
-Promote entrepreneurship and animation of the entrepreneurial ecosystem through the deployment of the status of self-entrepreneur and support for the formalization of activities.


-To emerge a new generation of entrepreneurs and SMEs with a structuring business model and high impact.
The 2015-2020 roadmap of Maroc PME® comes across five programs targeting five business segments: self-entrepreneurs, ecosystem business partners, SMEs, small businesses and companies with high growth potential.
The Agency adopts a new visual identity, a new title "Maroc PME®" and a new slogan: "entrepreneurship - growth - competitiveness". The latter refers to the main areas of intervention of the Agency.
Maroc PME is an essential public operator in the field of promoting an environment conducive to entrepreneurship, the development of high-performance ecosystems and the creation of sustainable jobs. To this end, the development of businesses and an ecosystem favorable to entrepreneurship are the main priorities of Maroc PME.

SME support programs are growing and changing. After help with the transfer of business, marketing (Taswiq), quality (Jawda), the National Agency for the Promotion of SMEs (Anpme), launches Thursday, September 27 the new device Infitah for "She". A support program dedicated to women entrepreneurs, with a turnover of less than 3 million DH.


- Infitah: 2,450 beneficiary companies:
The Infitah initiative is backed by the Maroc Numeric 2013 strategy. Its aim is to train TPE executives in the use of IT. Training sanctioned by the issuance of a digital license allowing small structures to benefit from preferential offers (laptop, billing software, 3G connection of 12 months), subsidized up to 30% and capped at 1,500 DH. Of the 6,000 DH TTC that costs an entry-level computer solution, the company only pays 2,500 DH. The rest being subsidized by the Anpme and the telecom operators. At the end of August, 2,724 companies registered to benefit from the program. 2,450 entities have already won the digital license and 416 packs have been distributed. The program should have a fresh start with the launch of Infitah for Her.

- Imtiaz:
Imtiaz is a program that is part of the pact for Industrial Emergence. It aims to support 50 beneficiary companies, per year, on the basis of a growth contract, via a material and immaterial investment premium of around 20% of the amount invested, capped at 5 million euros. DH. Beneficiaries must contribute with a personal contribution representing 20% ​​of the overall investment. To benefit from the Imtiaz program, the company must have a development project likely to have a significant impact on the entire sector.
To date, four editions have been launched (2010-2011). 80 projects, out of 100 planned, were selected and benefited from the Imtiaz premium for a global investment of 1.75 billion DH. According to Anpme, these companies should generate an additional turnover of nearly 25.5 billion dirhams, an added value of 8.5 billion dirhams and nearly 6,496 new jobs.

The total amount released at the end of September for the Imtiaz premium amounts to MAD 287.5 million.
The first edition of 2012 was launched in February 2012 and closed last May. As for the second edition, the deadline for submitting applications runs until mid-October 2012.


- Moussanada: New sectors supported
Maroc PME plans to diversify its business support services. Experience has shown that business owners have other needs. As a result, new offers are currently being launched. The change will affect the Moussanada program. Indeed, the system will also be geared towards business transfer, product development, treasury, sustainable development, productivity ... New sectors such as aeronautics will also be supported.
By the end of September, 734 companies will have already benefited from the program. This represents 1,121 shares for a budget of 114.3 million DH.
Maroc PME should improve access to the Moussanada program. To do this, the turnover criterion was raised to DH 175 million instead of 100 million. This should broaden the base of beneficiaries. In addition, a default rating will be given to companies with no commitment. Another novelty, it will now be possible to use international expertise unavailable with support of 80% instead of 60%.

- Intilak: A program dedicated to startups:
The Intilak financing system is intended for start-up companies in the start-up phase, with a strong potential for development and carrying projects for the exploitation of research results and innovative, market-oriented projects. Intilak can cover up to 90% of the expenses related to the development project in the post-creation phase, capped at 1 million DH. To be eligible for the scheme, the company must fulfill a number of conditions such as seniority of less than 2 years, be majority owned by individuals or subsidiaries of SMEs ... The last deadline to benefit from the Intilak 2012 program has been set to September 28th. The results of the call for projects will be announced on December 19th.


- Tatwir: How to finance R & D projects :
The Tatwir program is intended to finance R & D projects, carried by companies in the development phase. Unlike other devices, Tatwir is open to businesses of all sizes, including consortia and other business groups, but operating within a cluster. Tatwir can finance up to 50% of the expenses incurred as part of a R & D development project, capped at 4 million DH inclusive.
The financing covers, in particular the conduct of feasibility studies, the elaboration of business plans, the expenses of the newly recruited technical staff for the needs of an R & D project, the acquisition or rental of equipment ... The call for projects was launched last August. The submission of applications continues until September 28th. The results are scheduled for December 19th.

- PTR: Financing mechanism for innovation:
Alongside Intilak and Tatwir, the PTR (Technological Benefit Network) financing scheme aims to support companies that are committed to an innovation program. Clearly, PTR is dedicated to the financing of technological diagnostics or services, under an approach of innovation or technological content. PTR also funds programs to improve competitiveness in terms of a company's organization, processes or products. PTR is also aimed at any company wishing to consolidate or increase its turnover or boost its profitability. In practice, this program, which is dedicated to companies with a turnover of less than 50 million DH including VAT, can cover eligible expenses up to 75%, capped at 100 000 DH TTC. Entities operating in consultancy, assistance or the transfer of technology are excluded from the scope of the program. The call for projects has already taken place last August. The results will be made public on October 15th.

- Inmaa: A program to improve productivity:
Inmaa (Moroccan Improvement Initiative) is an operational transformation program. The Ministry of Trade and Industry has identified 800 potential companies, accounting for 75% of the turnover of the industry sector and 50% of the jobs. Support is based on three objectives: increasing productivity by 25%, reducing unit costs by 20% and production times by 50%. The upgrade via Inmaa aims to generate 1 to 1.5% of additional GDP by the end of 2016. That is about 10 billion DH. For now, 5 companies have finalized the operational transformation program.

- Rawaj: 16 national champions:
Among the measures of Rawaj program, the Initiative for the emergence of national champions. A device for SMEs with high potential, who wish to develop a network of stores across the country or internationally. Under these conditions, retailers face new constraints in terms of logistics, information system, marketing ... The National Champions program provides funding for the required expertise up to 70%, capped at 4 million DH. A non-refundable bonus.
At the end of August, 16 banners benefited from the device.
- Rawaj: Upgrading the points of sale
Another program of the Rawaj roadmap, the modernization of retail outlets. It is a question of accompanying the small businesses for the development of their activity and the reinforcement of their profitability, to assure standards of quality. The scheme consists of financing 75% of the modernization program, capped at 25,000 DH. At the end of September, 19,700 outlets have already been upgraded in 70 cities. 24,130 points of sale will have been taken over before the end of 2012.
